Chief Procurement Officer

The Chief Procurement Officer (CPO) is responsible for overseeing all purchasing and contracting activities for the Town of Marblehead in accordance with Massachusetts procurement laws. The CPO ensures that all procurements—whether for goods, services, construction, or public works—are conducted in a transparent, competitive, and compliant manner.

Responsibilities include:

  • Administering the procurement process in accordance with Massachusetts General Laws Chapter 30B, Chapter 149, Chapter 30 §§39M, and related statutes
  • Preparing and issuing Invitations for Bids (IFBs), Requests for Proposals (RFPs), and Requests for Qualifications (RFQs)
  • Ensuring vendor selection complies with statutory and ethical standards
  • Managing contracts, amendments, and renewals across all departments
  • Supporting departments with procurement strategy, documentation, and compliance
  • Coordinating disposal of surplus property
  • Ensuring adherence to prevailing wage, insurance, and bonding requirements
